Can Hong Kong freelancers sign up?

Is an electronic signature valid in Hong Kong?
Hong Kong's Electronic Transactions Ordinance (Cap. 553) gives electronic records and signatures legal recognition for most commercial agreements, and the Ordinance sets out a short list of excluded instruments — wills, trusts, powers of attorney, negotiable instruments, and property conveyances among them.
